Well, it sounds like the kid felt a lot of remorse after the fact, which is a good thing.
If her bio dad is essentially absent, and her step-dad is only "OK", she may be having issues with that. I would urge them to go to counselling...sometimes having an impartial person for the DD to talk to could work wonders. Also, the journalling is a good idea.
To respond to your original question: If I had screamed at and then become physically violent with either of my parents they would not have had to worry about punishment. They'd have been too busy planning my funeral because I would have been killed. They made it abundantly clear that that type of behavior would in no way be tolerated ever, no matter what the reasons or teenage "issues" behind it.
