I have had Paypal issue a hold on one of my payments (item was sent 12-16) and to a confirmed and verified address. I had no idea that they could do that when you shipped to a confirmed address. They said they are investigating a fraudulent bank transaction on this buyer and to provide them with all info I have on her, all the info I have on her came from them in the first place. THEN another lady did not receive a package I mailed on 12-5 (my first in 1500 things sold to get lost!) and filed a complaint with Paypal and they say I have to refund or provide tracking number to her (I didn't mail insured because she declined it and did not do delv conf. I actually didn't know del. conf. was required on all Paypal payments.

It isn't but it is suggested. For high ticket items I would insure whether the buyer pays for it or not.

Paypal's rules for "seller protection" have changed a bit in the past year. One thing that has been there for awhile is "the shipment has to have some way of being tracked on line". I'm not sure whether this means full tracking which has a significant cost (free on UPS) versus just delivery confirmation. If you don't follow these rules exatly or if the buyer doesn't qualify (for example foreign) it is possible to be charged back.

Also, now, you must ship to the address "shown in Paypal's transaction details page" even if that is not a confirmed address. I think although I have not proven that the buyer must also have a confirmed address with Paypal.

I have had to always quote USPS shipping because the required address "might" be a P.O. box to which UPS can't deliver, and I may not overtly surcharge Paypal buyers. This is one of the reasons why the complaint of excessive shipping and handling charges has been made so often.
