Try going into the conference with an open mind and listen to what her teacher has to say. Exactly where on first grade level has she been assessed? If she is assessed at "beginning" first grade level, I can see why the teacher would want her retained. Since we're closing in on the end of the school year, that would mean she is pretty far behind. Second grade moves at a much faster pace than first and if she doesn't have a really strong reading foundation, she could struggle even more next year.
