Need 5 Military tickets, have 3 GAD to exchange

There are 5 of us going to WDW in June (me and 4 tweens). Me and 2 kids have GAD vouchers. I want to use the voucher credit towards the purchase of the Military ticket - I understand I go to Will Call to exchange the GAD voucher for a ticket, enter park and go to Guest Services to upgrade GAD ticket to the Military ticket.

Where I am confused is when in this process do I buy the other 2 military tickets? Can I get 2 at Will Call for the 2 tweens that don't have GAD vouchers so we can all enter the park at the same time? Then I just go to GS and exchange the 3 GAD towards 3 more Military tickets?

One last question - I assume a child's Military dependent ID is acceptable for ID when turning in the GAD voucher? That ID will be easier for me to carry than a birth certificate, I don't see why it would be a problem, but I figured I'd ask to be sure.

Are you planning on trading the vouchers in towards the 4 day salute to military tickets? I'd be interested to see if this is acceptable. We are going with my parents and they are buying tickets for themselves and my family of 4. We were just going to use the GAD ticket for one day and then the 4 day ticket we were buying.
 
The GAD tickets can be upgaded to the Armed Forces Salute just as any other ticket you are entitled to purchse.

Also, tickets can be purchased at the Will-Call window.

And a Federal or State Government-issued Photo IS notrmally required. The birth certificate is only for people under 18 who do not have a government-issued ID, so a DD1173 for a ten year old will work fine.
