If AK opens at 8 am and I don't have early entry but rope drop at 8 am regular open, can I expect to ride Navi with a relatively low wait? My plan is to do that and then get a LL for Safari around 9ish and tour the park clockwise from there. Thanks

The Thrill Data page for Navi is here: https://www.thrill-data.com/waits/attraction/animal-kingdom/naviriverjourney/

Scroll down to the Wait Time Heat Map and you can see posted wait times by time of day for the last month. They look pretty low to me. I can't answer from personal experience. I don't remember ever being in any park at 8:00 AM.

If you DO opt to purchase it, I'd book lightening lanes and check. If bad waits, use it. If not, modify them until later and ride multiple times.

I wanted to report my experience from this morning. Arrived right at 7:30 for regular 8 am rope drop (no EE). There were probably 50 or so people in front of us at the ramp leading up to the bridge to the Tree of Life. Arrived to Navi around 8:10 and indeed it was virtually a walk on. We got a 9:15 LL for Safari which was posted at a 45 minute wait.

If you had Early Entry, I would certainly do Navi first, then get in line for Safari. Depending on how busy the park is, You could still have a 30 minute wait for Navi at RD. Safari doesn't open until RD (not open for EE) and there is a 15-30 minute wait for Safari when it opens. These times were in October, your visit time may change those number significantly.
If the park opens at 8, I would be in line by 7:30 to be toward the front of the RD line.
