Narcoosee's. We have dined at both, and, frankly, were disappointed with the Citrico's experience.
Citrico's was incredibly noisy-- perhaps because we ate an early meal (6:00) so we could make it to Fantasmic? For whatever reason, it was loud enough that my husband and I could hardly carry on a conversation. Our server was very knowledgable about the food and wine, but not attentive. We ran short of beverages repeatedly throughout the meal, there were very long delays between courses, and he was just not especially good at checking back to make sure we had everything we needed. The food was merely mediocre. We followed our servers suggestions and ordered the "signature" items, and found that they simply lacked flavor. It was good, don't get me wrong; it just wasn't anything special. And since it's a signature restaurant, I guess I really did expect something special. My husband actually commented when we left that "we should have gone to a signature restaurant instead," and was shocked when I said that Citrico's WAS a signature restaurant.
Narcoosee's, on the other hand, was delightful. Our server was excellent-- attentive without hovering, and also very knowledgable. His food recommendations were spot on, and the food itself was delicious. Like eye-wideningly good. The cheese plate was fantastic, as were the seafood dishes that my husband and I both had. The atmosphere at Narcoosee's was quieter-- again, though, we had a later meal here, which may have played into it. Overall, our Narcoosee's experience was far far better than Citrico's.
