I am thinking about making an ADR for Narcoosee's. I will be staying at Pop, I will be flying in and not renting a car and I don't know how I would get to the Grand Floridian, does a bus go there? Or is it on the monorail line? The only ADR open is 9:30pm

To get there, you can take the bus to the Magic Kingdom, then the boat or monorail to the Grand Floridian (boat would probably be quicket, the boat dock is right next to Narcoossee's). To get back, however, I'd imagine the MK will be closed (depending on the time of year of your visit) so you'd need to take a bus to Downtown Disney and then get another bus to Pop Century.

Do you know how late the busses run from DTD I guess it would be a Monday night Feb 4th

I believe the last stop at DTD Marketplace is midnight, and last at DTD Pleasure Island is 2am. Busses stop at both places on their normal cycle.

Returning to your room on Disney buses with a transfer at DTD can easily take an hour and a half or more. If you can spring for it, take a taxi from GF back to your resort.

Based on this date, the MK closes at 7 pm, so I don't know if there will still be very many buses running to the MK at 8:30/9:00 pm (when you'd be heading out to GF). I second the recommendation to spring for a taxi. It'll be much faster because there won't be any transfers to make (almost any route between two resorts will require a transfer using Disney transportation). It'll probably cost about $20 plus tip each way.
