This is what I found on their FAQ page.

How do I earn Points by referring friends to MyPoints?

The Refer-A-Friend program has been suspended temporarily while we are making some site improvements. If you are a past participant in this program, you will still be rewarded for any pending referrals that qualify at a future date. A new, enhanced Refer-A-Friend program will be available as a Points-earning opportunity later this year.
