We are in WDW from the 24-30 and obviously will be there after the train opens on the 28th. While we are hoping to get to ride the train, we were unable to get fastpasses and I am thinking it may not happen. But I have this glimmer of hope that with the train opening there will be enough of a diversion that the line up for Anna and Elsa will magically shrink-well at least a little bit to make it possible to do stand by for them (as we didn't get fastpasses for them either :(). What do you think is it totally a pipe dream because they are different crowds that would attend these two attractions, or is there a small glimmer of hope that the train will make Anna and Elsa possible?
 
Although the Mine Train will pull some excitement away from A&E, I wouldn't expect that much to change in terms of wait times and such.

The capacity (number of riders/guests per hour) at the mine train will be light years ahead of A&E and nothing will change that.

The best bet to do the mine train will be at rope drop. I would suggest going AWAY form the castle towards the Tea Cups/Meride meet & greet to avoid the rush to Anna & Elsa.
