On Wednesday I will be at DCA for MM, my plan is basically the same as last year. Go to TSMM ride that once, maybe twice and maybe another ride and then get in line for RSR FP's about 7:30. Last year they did not start giving out fp's until the park opened for everyone, is that still the case?

Also when would be a good time to get fp's for GRR? We want to ride it around 2. Thanks!

Yes, FPs are available after regular opening, not during the early morning entry, though you can line up I believe.
We were at the parks earlier this week and GRR was down for a refurb no water in it at all. Not sure when it is coming back.

Just to clarify...are you staying onsite? On-site guests have access to Extra Magic Hours, which are at either DL or DCA (varies by morning). Guests with 3-day park hoppers (or longer) have access to Magic Mornings, which are only at DL (on the same day as EMH).

Yes and no...the policy for RSR FPs have recently changed. They no longer allow guests to line up before opening to get a FP. Everyone just kind of mills around and then when the park opens to everyone, you can go get an RSR FP. The general advice is to be on the far left side of rope drop (basically in the area where the line used to form) and then head towards the RSR FP machine area once the park opens. It's worth noting that if RSR is not running at park opening (which is not entirely uncommon from what I've read and experienced), they will not be distributing FPs until the ride opens.

We are staying on site and I just saw on twitter from Disneyland Today that GRR is running today! yay! I didn't get to go on it last time because my daughter was too small.

Ok so we will go on a few rides and then just hang around where they distribute the fast passes for RSR. Thanks!

Get to the main entrance gate 15 minutes before MM starts. Not the GCH entrance.

Try to get on RSR first, then ride TSMM a couple of times, back to the RSR FP 5-10 minutes before the park opens. Grab a FP for RSR, head back to Paradise Pier, ride TSMM again if you like then every attraction starting with Screamin around to the Little Mermaid. Maybe you can get a second FP for RSR. It should be around 930-945am by now.

After that, immediately get a FP for Soarin, and World of Color, then ride Grizzly. If its before 10am you will be good without FP for Grizzly. If its after 10am or the line is long, then get the Grizzly FP before you use the Soarin FP.

Then use 1st FP for RSR, have a nice lunch... so on and so forth.
