We would like to take our 9 year old twins to see the Harry Potter exhibits and rides, problem is my 9 year old son is 38 inches, is there enough to do and that he would enjoy if he can not ride some of the rides? I'm trying to decide if we stay at Disney and do extra things there or take a day out to go to Universal? I'm worried that it's a lot of $$ to spend if he cant ride the rides.

Focusing just on the Wizarding World within IoA, he should be able to ride Flight of the Hippogriff (a "kiddie" coaster) and see the Ollivander's wand show. Unfortunately, both Forbidden Journey and Dragon Challenge's height requirements are taller than that. There are no exhibits per se, only a well-done recreation of some of the shops in Hogsmeade. You would also be able to tour the queue line for Forbidden Journey (known as the "castle tour" queue around here) and see some of the cool things in there, but you would be shown the exit just before the ride's loading area.

In your case, I'm not sure it's worth it--but that's just my humble.
 
I'd say that Forbidden Journey and Dragon Challenge are only a small part of what makes Wizarding World amazing. You should definitely still go. Visit Olivanders, maybe your son will be chosen to select a wand! Enjoy a butterbeer or some pumpkin juice. Listen for Moaning Myrtle in the bathrooms. Check out the shop windows. Have lunch at the Three Broomsticks. (Don't forget to look up!) And, of course, walk through the queues for Dragon Challenge and Forbidden Journey. Both have bail-out spots toward the end, and both are worth the walk.

And the rest of IoA is pretty amazing, too.
