I'm not sure I'd say that Disney uses ROFR a lot, but they use it when they need to and it is profitable for them. Since you are working with the Timeshare Store they will be able to help guide you on what you should expect to pay for a 50 point contract at SSR with the best chance of passing ROFR. Just take note that since you are looking for a contract that is less than the 150 minimum, there is typically a premium to be paid on those - 1. because there is quite a demand from folks who want to start with fewer than 150 points, and 2. because DVC has been actively ROFR'ing smaller contracts.
Good luck with your "quest"! But beware of addonitis... I started the same way you described, but only purchasing a 40 point contract via resale... but within moments of closing I already had my first 110 point addon...
No, I just mean that smaller contracts on the resale market typically have to sell at a higher per point price in order to pass ROFR. Just as an example, if you were trying to buy over 150 points at OKW, you could probably get them in the $75 range, but less than 150 points and it may cost more like $85 per point. Similarly, VWL for >150 could be in the $80-81 range, but <150 closer to $89-90...

Being on a waitlist can take anywhere from a few hours to months, depending on how specific you made your request. I found that when I was "waiting" for a smaller OKW contract to pop up that it also depended on your agent. When an agent gets a listing, he/she might notify all of his/her clients but that doesn't mean that all of the other agents will see the listing and notify their clients before it is sold. I'm sure some resellers & agents handle this much better than others, but some agents might not know about the "new" listings of other agents until it is posted.
Personally, I'd recommend getting on a "waitlist" for the "top 3" DVC agencies that way you can get a bigger pool of posibilities. I've seen listings that were pretty much the same price, etc... except the contract at one agency was fully loaded (with 2 years of points available) and the other listing pretty much stripped of current points... so it can pay to shop around.
