My daughter is bringing a friend, but how does she activate her FL AP?

We are FL residents and have Gold APs. My daughter is bringing her friend--also a FL resident and she is 13. Her parents just purchased a Gold AP for her (the rest of the family does not have them).

I know we have had to show ID to activate, but as a minor, without her parents there, how can the friend activate her pass? Can she bring a report card or something from school to show residency?
 
Good question. I wonder if her parents need to be there and show ID since they purchased the pass?
 
At the time our kids were going with friends ahead of us and we had purchased APs we were told the person who charged it had to be there. Our kids were on our credit card already so I used the credit card that they were on. I would call on this one - but I think the parents would have to go to activate it. If not there could be a lot of fraud.

A. Tell the friend to leave her birth certificate and any copies thereof at home.

B. Not having the friend's mom's credit card is fine. We're supposed to verify that at the ticket booths for will call, but if someone doesn't have it because the purchaser isn't with them, there are workarounds. However, the mom should put the daughter's name as the pickup contact person (I don't know how the website phrases it right off the top of my head, in our system at the ticket booths it's bill to and ship to even though nothing is shipped most of the time these days), or use the new-ish website function to designate the purchase as a gift under the daughter's name. Since I just re-read the purchase has already been made, the mom can contact Disney via phone to make this change if she didn't do it to begin with. That will make the picking up part of the process super simple. Otherwise, you may get an argumentative CM who values the letter of the rules more than the spirit of them (which drives me nuts), even though most of us will just ask the girl what her mom's name, billing address, and email is and go on with doing our job.

C. Is any adult 18+ who will be coming with you guys a Florida resident with an ID? If so, there's no worries on actually activating the pass. Any adult's FL ID can activate any minor child's FL tickets.
 

Thank you for that. Yes, we are Florida residents and have had our passes for years. So, if I'm reading this right, either my husband or I can activate her pass even though we are not the purchaser?

The process is twofold for an annual pass certificate on will call, and this is where the confusion happens.

First step: Validation of ownership of the will call order. This is where the purchaser's ID and credit card come in, or someone else's ID/name who IS present being in the "ship to" field in our computer system, or the will call being set up as a 'gift' which is a new process via the Disney website.

Second step: Validation of ownership and eligibility for the AP. This is where the Florida residency proof for the passholder comes in. The purchaser at this point is irrelevant. If the passholder is a minor, pretty much anyone can show proof of FL residency on their behalf.
 
Update: My friend called the other day after purchasing the pass online and was concerned, since the daughter wouldn't have the CC with her. Whomever she spoke to assured her it was not a problem as long as she was with another FL resident (adult). Since I had called earlier and received the exact opposite answer, I decided to talk to a ticket specialist. The CMs were able to look up the order and create a "magic file." The daughter needs a government issued ID (my friend is getting her a FL state ID) with her address on it and matching last name of her mother, the purchaser. My instructions are to give the CM at guest services the file number to facilitate things and avoid any hang-ups. Crossing my fingers! I never thought about how complicated this situation could be until today! Thanks for your help @ravenclawtrekkie--because of your input, I knew what to ask!
