My bizarre trip to Epcot

We were at Magic Kingdom in Feb and had no problems. Epcot was a different story. I arrived with my care giver and two friends who were supposedly added to my disability pass at guest relations. When we got to sorein, we found out this was not the case. The guy there never added them!! They wanted to just let my care giver and myself on the ride. Next the Land wait time was 20 mins in the standby. We asked for a return time and this cast member said come back in an hour!! So longer than the standby!! My friend was confused and talked to someone else. He said that cast member was confused and we should wait 5 mins. Then someone else said it should be ten mins. Finally, after they debated it among themselves, they said just go on now. We then went to Space Ship earth to get a return time. The cast member there said you just go on now you do not need a return time??? At the ride, cast members continually asked me if I can walk up 5 flights of stairs.
 
It sounds like someone made a mistake at Guest Relations. Annoying but not likely intentional. They should give you a return time for the standby minus ten minutes. So you should have had a return time for ten minutes. You don't say how long the wait was for space ship earth. If it under 15 minutes they have you go on standby. The CM do not know or won't assume your disability. So it is protocol to ask questions like can you walk up stairs, 100 feet etc so they know how to safely get you on the ride but still keep things moving.
 
At Spaceship Earth you do not get a return time. You go through the exit there. Never been asked if I could do stairs

What did the CMs say when you went back to Guest Services to get the friends put on correctly? Did they give an explanation?

How many cast members did you talk to at SE? Where were they stationed? I'm trying to figure out what they meant by 5 flights of stairs - as there are no stairs at SE, except for emergency evacuation.
 
They may have meant for evacuation about the 5 flights. We have been getting asked that lately at DL and never used to. Also, they can only have a certain number of people on the ride who will need assistance getting off in the event of a break down. So if you are in a wheelchair, the minimum return time is wait time minus 10 minutes, but it could be a lot longer of there are 3 families with 4 wheelchairs each who just came before you.
