They key part of your thesis is a Governmental body doesn't have the power to charge/affect residents of different states differently. (note the recent case involving interstate wine sales).

Disney is a corporation.

It is not bound by the commerce clause.

It is bound by the "can't discrminate based on race, creed, National (not state) origin"

The only thing a lawsuit would accomplish is make your lawyer able to afford a Disney Cruise

Keep your money to yourself.

I believe Disney is just trying to be nice to its Florida neighbors

It all evens out. Norwegian Cruise Lines offers Hawaii resident discounts for their ships based here. :)

Want a good one. The City here charges tourists to go into on particular City park, but doesn't charge residents. Is that discrimination or are you just paying for it in your property taxes anyway? lol In fact, I'm pretty sure the Feds do this too with the Haleakala National Park, or used to.
 
"Local" discounts are standard fare across the industry. By the way, Disney offers similar type state discounts to Disneyland to California residents.

I have heard that they also give discounts ocassionally to other states' residents, but they are never announced. Don't know of anyone who has used it, but ...

Perhaps they think we Floridians can get there more quickly on the spur-of-the-minute. I do know they try to lure us at least to the parks during the off season. Who knows what the Mouse is thinking?
