Multiple familes in same room?

Hello,

We are staying on grounds for a volleyball tournament in June. There is a set of mom's staying in the same room to save money. One is buying parks tickets but the other is not.

Does the one mom and daughter who do not plan on buying tickets have to buy three days of tickets because the other mom and daughter are, and they are staying in the same room?

depends on how the mother with tickets has booked could be either but can not say based on what you have said not enough info to answer your question

They have special packages for the teams in the tournament. The mom getting tickets, is using the package to buy her tickets.

If it is a room only reservation then no.
If its a vacation package then yes.
