Of course this was a very stupid and thoughtless prank, and it could have been deadly, and the local police should find and arrest the culprit.

However, I cannot believe the FBI is actually investigating this as a possible biological attack. Lake Highlands High School is hardly on the list of high-profile terrorist targets.
