Functionally, yes. DVC member services is allowing members to cancel (or change) reservations without the normal penalties that are imposed.
However, the person from whom you are renting points would have to actually handle the transaction. You cannot call DVC yourself and make changes to the reservation as you are not a member.
Also, whether you will get any money back for the points is also between you and the member. DVC has its own set of guidelines as to when members have to use their points. So, if the member is close to the end of his/her Use Year, there may be little opportunity to use or rent the points that are part of the cancelled days. Frankly, it wouldn't be fair to the member to refund your point rental monies and then be stuck with points that he/she can neither use nor rent on short notice.
