You can if your cruise's official paid in full date has not yet been reached. It will not actually be a transfer, though. You will have to cancel the current cruise, then book the discounted cruise separately. If you are past your cruise's current paid in full date, then no, you cannot do this without incurring a cancellation fee.

PP is correct and I just wanted to add, if your August cruise was booked onboard, you may want to reconsider flat out cancelling that cruise or you will lose a perfectly good OBB. If that's the case then I would move the August cruise to some other date in the far future and then book the VGT rate for August.
