I also agree with Jen about California Grill and Narcoossee's. Haven't been to Potobello for years. But I especially agree with going early. Fewer people means more quiet at CG and Narcoossee's.
Jikos is somewhat romantic to me. I know lots of people find Artist Point to be romantic. The bright lights and soaring ceilings don't fit my own definition of romantic but it seems romantic varies so much from one person to another.
Bistro de Paris is another good choice.
Just so you know, you will see children at all WDW restaurants with the usual exception of V&A.
We loved the California Grill. The food was excellent and you can't beat the view. We left our kids at the kid's club at the Poly and enjoyed our romantic evening out while the kids were having their own fun. There were some children at the California Grill, but not many.
My DH and I celebrated our 1st anniversary at the California Grill. We had a table overlooking the Magic Kingdom. Food was wonderful, service was very attentive. Drinks very expensive. Definately our first choice for most romantic in the parks and resorts.
An outside table at Portobello Yacht Club mid afternoon - no one there - white table cloths, candle, attentive waiters, boats on the lake, people strolling in the distance, good food.
Palio at the Swan, Bluezoo at the Dolphin, Artist Point, Jiko in the wine room - we've had it to ourselves....
Citricos, California Grill, V&A's, Jiko - we tend to stick to resort restaurants, as they usually have a higher percentage of adults vs. children.

I would also recommend "Yachtmans Steakhouse" @ the YC
I was given a beautiful long stemmed rose, after dinner, when my DH mentioned it was our Anniversary. very romantic Both places serve excellent food, of course!
