If cost is no object, Disney's Victoria & Albert's is pretty great. (I think it's still closed due to the Pandemic right now.)

There is no shortage of options in Orlando but a lot depends on what exactly you are looking for and how much you want to spend...

We ate in the wine room at California Grill years ago. Did not have the view of other tables, but the only other guests were 2 young people and he proposed during that dinner, so yea, that was romantic.

We had a really nice evening once at IL Mulino. Quiet, not rushed and excellent food.

Not a meal, but the Peacock Lounge at the Waldorf is a very nice place. We did not try the Bull and Bear.

I went to Capa at the 4 Seasons in December and while the fireworks at MK were going off, a couple got engaged. Coincidentally, I was standing next to them, I was awkwardly just standing there.
