Encephilitis testing is done by testing chickens, at least in my county it is. If the chickens come up positive, then there is encephilitis in the county. There are millions of mosquitoes, if a chicken comes up with it, then how many actually have it? These things feed off blood, and transmit by blood. So if one chicken has it, there could be as many as 700,000 carrying the disease. That is probably why it was called off, better to be safe than sorry. As for the wipes, they dont work. They sweat off way too easy. Deep Woods Off is about the best spray you can get. Bring it. Another thing that is available, which we use in the field is something called Thermacell. It has a little strap, or belt clip, it uses small repellant mats that are heated by butane tanks all in a small camera size contraption. They retail for around $30, and can be attached to a belt or to a stroller. They are quiet and odor free. If you are that concerned about it, use something like that. It provides protection for about 20 feet. And it also depends on your skin make-up as well, I never get bothered by them. Others, especially folks from up north, for some reason, get tore up on a regular basis.
