How does the Morning Madness pass work?

Toontown Morning Madness requires a ticket to enter toontown under the railroad one hour before it opens to all guests. You get the tickets with package trips(tickets+hotel) sold by Disney.

In Toontown some characters do an opening ceremony, you get a special button, can ride the rides and visit characters.
