LA/San Diego has a much bigger population base than central Florida, so it probably should have more annual passholders. My guess is they also have fewer long-distance visitors.
From what I have read, this has really affected attendance patterns in the parks. Not a big problem if you live nearby and can just choose to come back on another less busy day.
A HUGE problem if you have traveled a long distance to get there and find the parks packed.
