I heard a rumor that the monorail will be closed this summer due to construction at the Grand Floridian. Is this true? Thanks! :confused3

There was already a partial closure of the monorail (Magic Kingdom line only) during the midday hours (not a full closure) in March. Haven't seen anything about further closures.

Not to the best of my knowledge. There have been periodic shutdowns due to the construction...for instance, earlier this month, the monorail wasn't up and running between the hours of 11am-6pm.
You should always expect there to be some delays and/or periodic shutdowns when planning on using the monorail. Even if it isn't officially 'shut down', there could very well be issues with either the track or the cars which would mean some slowdowns.

I read that the monorail shuts down at the end of regular park hours and does not operate during EMH evenings and that guests should plan on taking a bus back to their resort - including those on the monorail circuit.

The monorail operates up to an hour after regular park hours.

Yes, Disney states it will shut the monorail down an hour after regular park hours ends, and it will not operate all the way through late EMH. Sometimes they do expand the hours somewhat (usually for the hard ticket parties). They will post signs at TTC, probably at the resorts also, if they do. And there are boats as well as buses.
