Yes.
They have various operating hours based on the day of the week.

Below is a detail scan of a very recent Times Guide:

How do we get to Epcot from GF?

Board the Resort Monorail at GF.
(It's the only monorail that stops at GF.)

Ride that monorail past the MK stop,
ride past the Contemporary stop,
then, at the next stop ("TTC/MK Parking Lot,")
exit that monorail and board the Epcot Monorail.

There will be recorded announcements throughout the monorail ride
that tell you which stops are coming up, and at which stop to exit to go to Epcot.

There are actually THREE monorail routes (with multiple trains running on each route).

On each route, the trains will "loop" around and around on their own unique track.

1) "Resort Monorail" TTC > Poly > Grand Floridian > MK > Contemp. > TTC > (loop runs clockwise)

2) "MK Express Monorail" TTC > MK > TTC > (loop runs counter-clockwise)

3) "Epcot Monorail" TTC > Epcot > TTC > (loop runs clockwise)

As you can see, you can transfer from or to any monorail at the TTC (which is also the MK parking lot.)

You may ride any and all of these, if you like.
They do not "let you out" INSIDE any theme-park,
so you don't need a park ticket.
