Booked for 9 nights at CBR with free dining plan. We are a party of 5 and would really like to try Port Orleans as we stayed at CBR last visit. Port Orleans Riverside is available during our stay (room sleeps 5) but I am unable to change to this resort. I was told it is because of my free dining package but to keep checking back. What is the reasoning behind this?

In order for you to change, POR must be available under the FD promo. Since Disney releases discounts to fill rooms, not all resorts/room types are always offered with a discount. Either POR wasn't included in the FD offer or all the rooms allotted for FD are already booked. With that said, sometimes availability does change, so it is a good idea to keep checking. Good luck.

and while I get what you are saying I still don't understand the reasoning behind it. With FD you are paying full price for that room. So if I wanted to stay at different hotel I'd still be paying full price for that room.

It makes more sense to think of it as each hotel is their own little operation, not "it's all Disney". Thus each hotel chooses how many people they are willing to comp food for (whatever the budget allows this year) so while POR may have 200 people it can comp with free dining, CBR might have 300 in their budget.

Except FD, or any other promotion is not the decision of the individual resorts. The decision of which resorts will offer which ( if any) discount, and how many rooms will go into the discount inventory, comes from a higher level. Discounts are not transferable from one resort to another. If you want to change resorts AND have the same discount, there has to be availability within the new resort's discount room inventory. In the OPs case there is no such availability.
 
We have a FD package too and are trying to add one nt to beginning and/ or trying to switch resorts to add 1 person but so far nothing. We just keep checking!
