I believe she only meets at the MNSSHP and MVMCP (the latter is where we met her last year). No meet and greets other times.

Just during the parties. During MNSSHP she meets in Adventureland by the Tiki room.

As others have said only at the parties.
Be prepared to wait also, her line can be hours and hours long.

The line was only 45 minutes to meet her during our MVMCP last year. Early in the night! Wish there was more Moana in the parks!
