MNSSHP - arrival time and park pass needed?

Believe I remember that you do not need a park pass to attend MNSSHP because it is a ticketed event. If that is the case at what time can we enter the park (assuming MNSSHP is at 7)?

They let Guests in with Party tickets starting at 4:00pm. This has been standard for many years. The people in Sales will tell you 7:00, but they are mostly not in Florida
