I think the others have answered pretty clearly, so I'll just throw in my personal experience with the lounges.
When I took my parents in December to the lounge after Candlelight Processional, we were there right or just after 8p in that extended hours window, and they told us we might not be able to meet the characters due to demand. We decided to chance it. When we got upstairs, there were a few members ahead of us, but we were able to meet Mickey and Minnie in their ski outfits and still had time to enjoy several snacks and drinks before the lounge closed.
The lounge priority came in most handy at MK, but it also helped during the rain once at Epcot.
I got it specifically for the OTUP because we were taking several trips last year and it was purely a financial choice, but found that the lounge benefit was my daughter's favorite. At Epcot, we missed Mickey & Minnie in their blue outfit that they had Oct/Nov-ish, but we met Nick & Judy in the summer several times before they started greeting over at AK in the Fall.
