MK getting scooter and rope drop

Can you get a scooter at MK before rope drop or is it after? I am using Touring Plans and trying to estimate the time it will take my Mom to get a scooter. And if it is after rope drop do you think doing a Princess or Micky M&G is a good idea?
 
ECV/wheelchair rental is open by the time the first Guest is allowed into the Park. And this takes into consideration both morning EMH and pre-opening dining reservations.

But then, of course, you should also consider off-site rental so the scooter is available at all times (and is probably better than Disney's).

I also recommend the offsite option. It's a LONG walk from the gates to transportation, and a LONG walk from the bus back to the room.

We are staying off sight so it is less of an issue but the walk to and from the monorail or boat at MK was really hard for her two years ago and the walk from Handicap parking to Epcot also. And of course there is DTD! And add to it that the scooters were never fully charged and they take forever, yeah I will listen to the two of you! Thanks
