I think his name was CaptainJackSparrow but I know he is Shamrock on VMK.He was the leader of the Evil network and the boys leader in an old pirate contest.

EDIT:FOUND!His title is CaptinJackSparrow and he hosted the Dis Pirate Tourneys in November 2005.He was last on a few months ago.
