I would assume the people who missed the cruise would claim against their travel insurance. Disney's costs are mostly fixed, and they certainly can't tell the crew that "it's not a full cruise, so take the week off".
The real plan was if they missed the actual sailing at 6:30 but could still get to the port, they were going to offer to bring them down and board them in Key West today. For those who don't get there, yes, that's what travel insurance is for. I wouldn't be surprised to hear DCL offer other alternatives, they have in the past when something precluded people cruising.

It's my understanding that even if you purchase travel insurance (from Disney or elsewhere) that it does not cover weather related issues, acts of God, war, etc, etc. Am I mistaken?
TRIP CANCELLATION & INTERRUPTION
The Insurer will pay this Primary benefit up to the Maximum Limit shown on the Schedule of Benefits if a trip is delayed, canceled, or interrupted due to any of the following Unforeseen reasons:
...
Inclement Weather conditions causing delay or cancellation of travel;
...
This is not the Disney sold policy. I don't know what it protects.

Just read the Insurance brochure on the link from the DCL website and I can say with absolute certainty.....I have no idea....
It would seem that if you missed the trip due to a complete cesssation of services by your airline, you'd be covered. Southwest cancelled all Orlando flights yesterday so it would seem that would qualify. Other carriers didn't, so who knows....
If your home was made inhabitable by a hurricane you'd be covered.
It would seem that expenses incurred with the need to join the cruise in Key West would be included up to $100/day/person under the trip delay provision.
We got our trip ins. through Travelex and it would be covered under their "trip delay/missed connection" clause which pays for "additional transportation cost to join the covered trip or return home, including up to $200 per day for reasonable accommodations and meals"
I was under the impression you could not board in Key West becaues of certain governmental laws. I don't think there are any exceptions. I could be wrong though.
