My husband and I have done Goofy's multiple times just us (we don't have kids). I think the characters take the opportunity to play around a bit more with willing adults. For instance, Pluto likes to cover my face for pictures so he's the star! And Baloo once stole my ice cream.

buffets may be out I also love me a hotel breakfast!!!

They could do the "all you care to eat" model like Ohana at WDW. Keep costumed characters circulating but no hugs?? who knows?

Goofy's no longer has guest stars like Baloo, they stopped appearing there quite a while ago. But it's still fun with Mickey and friends.

I agree, if you show you are willing to play the characters will play, no matter if you are 8 or 87. I've had Thumper waving his handler good bye and try to walk off with me, and Cheshire Cat pretended to leave a character meal with me when I said I wish I could show him my friend's place - she loved him so much and her whole house is devoted to him.

99% of the time at Goofy's they go around in a systematic order to each table, but as a party of just adults we find it's good to smile and engage with the CM handling the characters, giving your indication of willingness to have them drop by.
