it's been closed all day. Anyone else here that knows why or if it will open back up today?

We ran there at rope drop and waited an hour to see if it would open. The only official word we got was it was technical difficulties and it probably wouldn't open all day. We never saw a train doing any test runs while we were waiting

So will they allow us to replace our Fast Passes?

If you've been there all day and unable to ride, I would stop by guest relations and nicely assert that they need to replace the FPs for another day. I would not take no for an answer. If they give you a paper "any time" fastpass, make sure it does not exclude that ride.

Usually they send an email to give you a replacement FP+. It doesn't show up in MDE. It should be good for any time for a list if attractions.

Fwiw yesterday Figment at epcot went down. I never got an email that I can use the figment fp for something else (I've gotten such an email on past trips). It did show up in MDE though. Go figure. (Also: MDE said it excluded soarin, test track and character spot. The cm at figment told us too (which hasn't always been the case in the past), but only said it excluded soarin and TT. )
