Milkshakes and Souvenier cups?

Can you get milkshakes and souvenier cups with the dining plan?

We were able to get milkshakes and smoothies at all our TS (whispering canyon, le cellier, sci~fi, ect..) You could NOT get the souvenier cups, glowing ice cubes, ect..

We got souvenir glasses at CRT and LTT. We had to pay an extra OOP fee, I don't remember the exact amount but it was $5 or less for each glass.
