Just like Disney, the limit is 6. BUT, I was assured at my local MWR office (Ft. Belvoir) that UNLIKE Disney, the Universal special is per ID, not per active duty family. So Disney would allow a spouse ID for the purchase, OR you could purchase with active duty ID -- but not both. For Universal, they were able to put 6 on my spouse ID, AND another 6 on my husband's active duty ID (we have a large group going).
I will admit this surprised me, and I'm just a little nervous about redeeming these vouchers (in late August). I assume the MWR wouldn't have been able to sell the tickets this way if it was not allowed, but stranger things have happened. You should definitely NOT take my word for it, but ask about this at your local MWR or see what Shades of Green says. And I can only speak to my experience purchasing as an active duty family-- not sure if it would be any different for reserves, retirees, or other groups.
