I am seriously about ready to throw in the towel and forget about going to Disney! It is just one misunderstanding after another. I feel so stupid. So, if I just go book a room package today with tickets. Can I cancel everything within 30 days of my trip and still get a 100% refund? The latest cast member told me that tickets are non-refundable once you buy them even from Disney so the only thing I guess I would get a refund on would be for the hotel. The first cast member I asked about that said go ahead and make the reservations now because you get it all back if you cancel before 30 days. So really it would make no difference between if I got the cheaper military tickets or the tickets from Disney, I would lose the cost of them if something came up and we had to cancel. I have only been trying to plan for a few days but it sure has not been fun.

If you book a vacation PACKAGE with Disney -- room and tickets together -- it requires a $200 deposit (per room, if you book more than one room), and the balance is due 30 days before the trip. You can cancel for a full refund of the deposit (and any other payments you have chosen to make) 30 days or more before the trip.
I think the confusion is in the way you are wording your questions, but it's understandable. If you purchase tickets separately, from Disney or a military travel office, they are nonrefundable, that is true. But if you book a package that includes the tickets, you aren't really purchasing the actual tickets, if that makes sense. So either the latest cast member didn't clarify the difference, or he or she misunderstood what you were asking.
It's a lot of information, for sure. Honestly, I wouldn't call again. This sounds skeptical, but phone cast members are frustratingly inconsistent when it comes to some information. I have had great ones, and I have had many where I understood more than they did, especially when it comes to military information.
The Disney website has a lot of information, and they are great at keeping it updated, but sometimes you have to "dig" to find what you need. Keep asking here. The "hive mind" here on Disboards is pretty awesome, and although sometimes you might get a mixed bag for answers, typically any misinformation is quickly corrected.
We have used the military discounts since they started in 2009. We have saved thousands of dollars doing so. With your plan to go to the parks for 8 days (instead of 4 or 5), the ticket discount isn't as significant, and you can always try to modify the resort for any discounts that are released later. So for you, especially with your worry about canceling, it wouldn't hurt to book a vacation package, including tickets, and then keep monitoring everything and modify it later if your plans become firm enough and you can get the discount(s).
