Military salute tickets

Heading to the World in November. We are taking a teenager for her first trip. She is a military dependent. Her father who is career military will not be with us. Would he be able to purchase tickets at his base and then we be able to activate them with her dependent card? I doubt it but I thought I would ask.
 
I don't think so. I believe only the military member or spouse can activate them. Additionally, at least right now, the current promotion ends in September. I'm hoping that they renew it again since we are going in January, but I don't think there's been any announcement yet. Seems like it's usually August or so when they have announced the continuation.
 
PP is correct: only military member or spouse can activate tickets, dependents cannot.

Most post/bases do sell discounted Disney tickets that you would be eligible for and not need the military member to be present if you want to go that route.
