Military Salute Tickets

I was reading on the mouse for less and it says they've heard that Disney changed the policy and National Guard and Reservists no longer have to be activated to get the salute tickets. Does anyone know for sure????

The way I understand it is...as long as his ID says he is retired then he would be eligible.
