Military Salute Passes

I know that the 4-day military passes are available for active duty and 20+ yr. retirees....does anyone know if this includes/excludes medically disabled retirees who have full retiree benefits?

From what I understand, if you have a military ID card that states you're retired you should be good to go. Not a VA card, it has to be a DOD card.
