We are looking at a cruise out of Galveston in November. When/how do they usually decide to give military discounts?

Only about a few months prior to sailing, sometimes after the final payment due date is past. Military discounts are offered usually to fill ships that aren't selling very well. If the ship is selling they may not offer any at all.

I watch the MCOs all the time and they are very sporadic. It's almost never before the PIF date and like the PP said they are only on sailings not filling as much as they would like. I will tell you it's very hard to look at DCL's site and tell if a ship is selling well or not because I have seen every category available and them never offer a discount on that cruise. They just recently started having any on the Fantasy and Dream, it's usually just the Magic and the Wonder. As I'm sure you know, right now there are none at all and I think that's because in the summer, the ships sell better. Last year, we were able to get a military discount on the Magic sailing out of Venice. It was offered at the beginning of May for an end of June sail date. For a November sailing, I would imagine September is when a discount would come out if it were going to be offered. And if you are looking around Thanksgiving, forget it. I have never seen one near a holiday. I'll keep my fingers crossed for you; I know how great they can be! For us, it's usually the only way we can sail.

Thank you both for your replies! We sailed in May a couple of years ago and someone mentioned a military discount had just been offered and even with the cancellation fee and rebooking we still saved A LOT of money. Totally worth it. We are thinking about the November 6th cruise out of Galveston on the Wonder.

A friend I work with got a military rate on the Fantasy for last Thanksgiving week, so even holidays can happen, though I agree they are rare. I don't remember what he paid, but I know it was about 60% the non discounted price on the same stateroom. I want to think it cost him about $4,000 or so for 5 people in a 5A stateroom.

There is a thread that keeps track of all the GT and MTO rates. I would check it out. It's kept up by a military veteran that cruises several times a year on a MTO discount. If you read through the thread you will see all the MTO discounts that have been offered over the last year.

Based upon some recent sailings, the military rate can open up at any time. Last year, the military rate opened up for the week of Christmas. Watching these boards and checking on the Disney site will help snag those rates. I found that if I checked Disney site on mondays I could find out what has opened up.
