If my brother buys our tickets using his military ID, does he need to be there with us to get into the parks

Either him or his spouse with their Military I.d. cards will have to be present. It doesn't matter if you buy them at the front gate or at Shades of Green.

I am not military and have nvr used a military discount, but I do believe that the person getting the discount has to be present with their ID when the tickets are used the first time. (I don't know about after that)

Depends which military discount tickets he is getting. There are tickets you can get at ITR where the service member/ spouse does not have to be with you at the park...

Did you check the Special Offers section of Disney's website? The rules are clearly explained there.

There are two different military discounts. There is the regular discount available at any ITR on post ( your brother would know what that is). He can purchase those tickets as a gift for you and anyone can use them.
Then, there is the 4 day Armed Forces Salute tickets. These are, by far, the least expensive better deal. However, while you can use them, the military member must be present. They are meant for the military member and their family. He could go with you on your vacation and purchase these for himself and for you. However, he can't purchase them just for your use like the discounted tickets at the ITR. The Salute tickets can be purchased at the gate and valid ID is required.

Son-in-law was able to purchase our tickets using his reserve id. (He is now active duty instead of reserves) He had to be with us to activate the tickets but once we used it for the first time he did not have to be with us when we went to the parks.
