Mickey's Trick or Treat

so can someone give me the low down on the trick or treat thing...I'm thinking of upgrading to an AP in Aug and would like tot take the kids back, possibly, in Oct for the Trick or Treat...but what is it really?

every one can dress up no one has to you get to trick or treat in DCA its closed early and then reopened just for those there it costs 39 or something the day of.
you would see villions, pirates and lots of other charcters most rides are open
