Mickey's halloween party

I was wondering, for the halloween party do you need to stay in the disney resorts or can you be off the property? My nephew is giong to stay with an aunt down there. Will he beable to go to the halloween party?

Does not matter where he are staying. He just has to have the special event ticket to go.
