Mickey's Halloween Party: Costume Question?

Good morning,

I'm just curious on what Disney's policy is for adults wearing costumes to the parks on the day of a Mickey's Halloween Party, but before the event. We plan to hit up the party like I said, we have tickets to the event. Does Disney mind if you wear your costumes to the park during regular park hours so long as you are attending the party in the evening? Does anybody have experience with this? Our hotel isn't super close to the parks to pop back for a change, so I am hoping that we'd be allowed to be dressed up in the parks during the day.

Also, what time does Disney allow people with tickets in for the party? I know the parties begin at either 6 PM or 7 PM, but I thought I've heard where Disney usually allows people attending the party in to Disneyland Park a couple hours before the official start time of the event. Is this true?

Oh! And lastly, when I was at the parks earlier in August, the main center set of turnstiles was under refurbishment and was not only a huge eyesore, but a huge inconvience as far as traffic flow was concerned. Has this been finished yet? If not, what's the progress? Is there any rough dates on when it should be back up and operating?

We went to the party last year and only went into the park when we could for the party (4pm) and were fine wearing our costumes. Not sure if you can wear them as an adult if you enter at park opening. I would think you probably couldn't since that is a "regular" day at that point. Typically you can get in to the park 3 hours before the party start time. So 3pm for parties that start at 6pm and 4pm for parties that start at 7pm. Again, not sure if the rules changed this year. My tickets said:

Guests over the age of 9 may wear costumes to the MHP event in which their tickets are valid. Otherwise, costumes are not permitted at either theme park for guests 9 and older.

I assumed that meant they could only be worn during the event hours (mine are 3pm entry to DL). i could be wrong though..
 
My guess is that if you have your wristband then it's ok to wear the costume. If you are planning to go in the park at rope drop and not pick up the wristband, don't wear your full costume.
 

When you purchase your MHP ticket, it will state the time that you can enter the park. It's three hours before the start of the party (so 3:00 pm or 4:00 pm, depending on the date of the party).

Regarding the costumes, in most cases you'll see a large influx of guests (of all ages) wearing costumes once the party tickets are valid (3 or 4 pm). I agree that if you're planning on arriving at rope drop (or substantially before the MHP tickets are valid), you may not be allowed into the park in full costume. I would bring the costume with you and store it in a locker until closer to the start of the party.
 
We didn't see many adults in full costume until the afternoon. If you're planning to get there early in the morning, I agree with Figment_jii that storing the costume and/or accessories in a locker would be the way to go.

Wristbands aren't given out until 3:00 or 4:00 depending on the party date so you wouldn't be able to get them earlier in the day.
