Mickey Mouse heads instead of Stars

Can someone do this for me. I am stuck. I thought of a couple of things, but since I have 7 shirts to do and there are 50 stars on a flag, it would take me forever. So, here is the story. I made tye-dye shirts that look like the American flag. There are no stars on them. I want to but Mickey mouse heads on the shirts instead of star, but just like the stars would be on a flag. (I hope that makes sense), so can anyone make me a transfer with white MM heads, just like the stars would be on a flag? I would have to use light transfer paper, so all you would see would be the MM heads. I am doing it with shirts from an Adult small to a 2X if that makes any difference. Can someone rescue me here, if you can't does anyone have any knowledge of a product I could use to make this easy?
 
The problem is that there is no white ink in a printer. If you were using light transfer paper, everything white would actually be transparent. To get white, you'll need to find another way to do it. I'm thinking that the fastest (with not much extra equipment) would be to make a stencil and use white fabric paint.
 
Okay, so if I used dark transfer paper and they were on a blue background, would that works. The blue on the shirts are sorta a royal blue.
