Mickey head on satellite by yacht club

ok while checking out the beach and yacht club on Google satellite today I noticed a giant Mickey head across the street next to the parking lot. It looks like it might be filled with water? Anyone know what it is? If I zoom too far in disappears so this had to be a somewhat recent addition. Perhaps a water treatment facility? It's pretty awesome looking.
