Mickey and friends at DCA

When I last visited DCA in 2007, we arrived prior to park opening. Around 9:30am they allowed us into Sunshine Plaza where we waited until "rope drop" at 10am. I know this is all changed now with Buena Vista St. walled off and Soarin' unofficially open at 9:30. However, during that half hour we waiting in Sunshine Plaza in 2007 they had Mickey, Minnie, Pluto, and maybe one or two others (I'm thinking Goofy) dressed as vacationing tourists to meet and greet with guests. There was a small to moderate crowd, so it was a great time to take photos and meet the characters. It's the only time I ever got a photo with both Mickey and Minnie together, and I loved the costumes they wore.

Do they still do something like this at DCA because I loved the opportunity? If not, do these characters appear in DCA at any other time/place? Do they still use those tourist costumes?

Rope drop is much different now in DCA. Mainly what happened is Toy Story opened and everyone is lining up for that.

I have seen the character in tourist costumes. Minnie is near the plane in Condor Flats and Mickey is on the pier near Ariel's Grotto.
 
Over the holidays they had a special character meet and greet area right near the "It's Tough to be a Bug" theater. There were signs talking about seeing your favorite Disney characters. When we walked by several times, we saw many different characters including Mickey, Minnie, Goofy, Pluto, and Max. There were never any long lines to meet them (and this was during a VERY busy time). I have no idea if they were only doing this over the holidays, or if it is something they are continuing, but it would be worth asking/checking out.
