I have been to both Hoffmaster and Ludington. Either one is an excellent choice.... close to the lake, clean, and quiet.
I'm not a camper by anyone's standards, so it says a lot that both trips were very enjoyable. Hoffmaster MAY just have the edge in that there is a lot more to do outside of the campground area than in Ludington. Unless it's changed drastically (and it may have!) Ludington doesn't have a tremendous lot going on in town, nor a large selection of restaurants, if that is important to you.
Ludington does hold a special place in my heart, however, given that I survived a tornado there while camping in a pup tent, and also had the worst sunburn of my life laying on the beach there. I can vouch for the emergency room in town, god forbid you should need it!
